While I'm sure it's possible to measure scissor sharpness, shearing blades are not going to quantify well according to standard BESS measurements.
The edge angle between scissors and knives is too different, but you may be able to find a different range of measurements that are applicable to your standards.

Apparently you can test the edge sharpness of scissors and expect about the same readings as with knives. Do it the same was as a knife, but hold the scissors at an angle so the bevel is equal on both sides just like a knife blade would be.

I was thinking of that too, but human error in trying to hold the scissor at the right angle coupled with the seriously obtuse angle just isn't a good combination.
There are easy tests to see how scissors cut. You can't fake actually cutting stuff like human hair or 32 layers of cloth. They are pretty definitive tests. Either the scissor is sharp or not IMHO.
